I guess it loads recent posts so it wiil show same posts every time. I don't want 3 blog posts with the same posts. Can i do it somehow with post categories?

1. It's possible, but you will need wordpress version to make order random.
2. I think you're mistake when your website run in html template not wordpress. In WP, you can check it here: http://www.wpbeginner.com/glossary/excerpt/.

It's possible, with the html, you can do it with static post, no limit for it.
I don't provide support for wordpress when you use html template. Please ask your questions relate with html template only.
