I changed the dropdown on the Page Attributes section to HOME PAGE (VIDEO BACKGROUND). The video successfully loads on desktop but on mobile view the whole section is missing even though I specify some slider images. I checked your example on mobile to see how it behaves (http://jellydemos.com/wordpress/epic/home-video-background/) and it shows the slider placeholder image. Why is the section missing on my mobile view?

The background video can't work in mobile device. You will need setup a background image to replace it in mobile device.
To add background image in home video, please check my screenshot:
