Can you please post a link to the documentation? I can't find it following your instructions. All documentation I have is a folder with images that came with the download of the theme.

Could you elaborate? If you are referring to Expanded Menu, go to Pages > find Expanded Menu parent page, now look for Menu (child). Edit it and add more items.

Here are a couple of questions:
1. How do I add a complete new section on the homepage? ( For example: Health regulations above "About us" ) and add to the menu after?
2. How do I edit the reservation form ( I want to translate the texts to German )
3. Is there a sample template for the Expanded Menu? In my WP it's just blank and the "See whole menu" button jumps to a blog post.
4. How do I edit the contact form? ( I want to translate the texts to German )
I feel the theme could come with better documentation to explain such basic things.

Please make sure to check the documentation first. Go to ThemeForest > Downloads > All Files & Documentation.
1. Create a new page and select Template: Home Page. This page controls Slider.
In order to add sections, create new pages and select Parent: Previously created Page. Add content using WPBakery.
2. Use Loco Translate or similar plugin.
3. Please import the data and go to Pages > Expanded Menu.
4. See 2.

I found the Downloads. I still don't know how/where to edit the content of the contact and reservation forms.

You cannot edit the form itself, but you can change the text by translating them into your current language.

The website is in German, so the Button Text should be in German too.
1. Do I need a plug in for the translation or can I do that manually in the code?
2. Where do I enter the destination e-mail for the contact form and reservation?
1. Please use Loco Translate. Make sure to select Custom: https://localise.biz/wordpress/plugin/beginners#add
Just create an English translation and you'll be able to change texts.
2. Please go to Elixir Options > Contact/Footer > Email for contact form.
